UW is distributing condor_config with "LOCAL_CONFIG_DIR =
$(LOCAL_DIR)/config", which would explain the message. It should be
harmless if you aren't using the config/ directory.

The Red Hat distributed RPMs use LOCAL_CONFIG_DIR =
/etc/condor/config.d, and it is the preferred way to extend
/etc/condor/condor_config over LOCAL_CONFIG_FILE.
