You can have each user put a limit in their submit file, or you should be able to use this config...

ConcurrencyLimits = Owner
SUBMIT_ATTRS = ConcurrencyLimits

(negotiator host)
USERA_LIMIT = 10
USERB_LIMIT = 1234321
USERC_LIMIT = 1234321
