To have a go at answering my own question....

I'm hoping (but need to test) this:

Requirements = ... && (has_dynamic =?= True)
Request_CPUs = 
some-conditional-expression-using-has_dynamic4-etc-that-evaluates-to-correc
t-number

Sorry, I don't yet know the conditional expression syntax. I'm sure the
manual with enlighten me.
