This sort of makes sense.  It is doing some sort of smoothing respect of number of available slots.

Is there a way I can disable this  and get away from fair scheduling? I would like to place a quota on users.

The negotiator is saying your static quota(s) exceed the actual number
of available slots (looks like by about a factor of 3), so it is
normalizing to try and react to that.

Do you see your expected number of slots from condor_status?  How does
that compare to the sum of your quotas?
