It's possible that HAVE_JOB_HOOKS is not being defined in the OS X build, but it isn't easy to check this via http://nmi-s006.cs.wisc.edu/results/Run-condor.php

You might try 'strings $(which condor_startd)' and see if STARTD_JOB_HOOK_KEYWORD is present.

config on a Mac, and I am pretty sure that the
STARTD_JOB_HOOK_KEYWORD = MYNAME
MYNAME_HOOK_PRPARE_JOB = /path_to_shell_script

is never being called.

I've turned up the DEBUG level but can't see anything at all about HOOKs
in logs.
