[HTCondor-users] Limit number of queued jobs

Hi condor users & experts,

In the past we've had a problem when an external submitted goes off the
rails and submits tens of thousands of jobs into our queue. Condor has
problems tracking all the queued jobs and grinds to a halt. We'd like to
limit the number of queued jobs each user is allowed, and reject jobs
over that limit. I've done some googling and its not clear to me if that
can be done in Condor.  Can anyone point me in the right direction?
