Hi Colton,

I don't know much about the Ubuntu packaging.  However, I would expect the following files to exist:

/usr/lib64/python2.7/site-packages/htcondor.so
/usr/lib64/python2.7/site-packages/classad.so

Do you see them?  If so, what is the output of:

ldd /usr/lib64/python2.7/site-packages/htcondor.so
