Perhaps, I am missing something.

You disabled the condor service (so it won't start at boot).
The system is rebooted.
There is no /run/condor.

I would expect that, because the condor service is not running.

Perhaps, you had another example in mind?

[root@turkey ~]# ls -ld /run/condor
ls: cannot access /run/condor: No such file or directory
[root@turkey ~]#

So: was there before shutdown, not there after boot. No LDAP involved.
