OK.

I pull the stock /usr/lib/systemd/system/condor file out of
http://research.cs.wisc.edu/htcondor/yum/stable/rhel7/condor-8.2.7-1.el7.x86_64.rpm
-- it doesn't have the ExecPre lines I added myself to get around this
problem.

I drop it into /usr/lib/systemd/system/

Then
[root@turkey system]# reboot
Connection to turkey closed by remote host.
Connection to turkey closed.
...

dmaziuk@stingray:~$ ssh root@turkey

[root@turkey ~]# service condor status

[root@turkey ~]# ls -ld /run/condor
ls: cannot access /run/condor: No such file or directory
[root@turkey ~]#
