Paul,

Two possibilities.

1. You have:  STARTD_EXPRS = $(STARTD_EXPRS)

STARTD_EXPRS is a historical setting replaced by STARTD_ATTRS, but I
suspect that because you have it defined after STARTD_ATTRS, you're
losing your IsDESNode setting.

2. I think your Requirements is ending up evaluating to UNDEFINED =?=
UNDEFINED, which evaluates to true. Try using TARGET.IsDESNode instead
of IsDESNode.
