What I almost always care about most is cores rather than jobs. Although I appreciate the increased ability to tweak the DAG of DAGs problem with these knobs.

    There will be a new config setting, MAX_JOBS_PER_OWNER, in HTCondor 8.3.7. Another new setting, MAX_JOBS_PER_SUBMISSION, may more directly address your concern with users accidentally submitting too many jobs.
