I tried removing the dependency, but then I ran into an issue where condor was being started before the NIC was fully initialized (even if it was set to delayed auto-start). I added a dependency for the lanmanserver service, and that appears to work; better than DHCP in my case. This might be a better service to use as a dependency, or another service like winrm or rdp; depending on your individual setup.

IANANE (i a not a network engineer). but my understanding is that the reason the HTCondor service want's to start after the DHCP service is so that it can correctly bind to the right IP address if you are using DHCP to assign them.   If you are using fixed IP addresses, then you should be able to remove that startup dependency, but you MAY have to also add that fixed IP address into the HTCondor configuration, 

If you try removing the DHCP dependency, Please let us know what you discover.
