You're in luck! Lincoln Bryant and Suchandra Thapa discussed using Jenkins to submit test jobs at HTCondor Week. See slides 15-16 of http://research.cs.wisc.edu/htcondor/HTCondorWeek2015/presentations/BryantThapa-monitoring.pdf

They don't give a recipe for how they did it, but I'm sure they'd be happy to share their knowledge here on the list.
