It was a bug.  I created a ticket for this issue:

The fix is to allow either.  The docs and preferred config name setting will
continue to be "IS_OWNER" but for people who figured it out on their own and
used "IsOwner" we will not break your existing config.

This fix will appear in Version 8.2.8 (and 8.3.5).
