What's the value of CONDOR_HOST on your second machine (the one that
gets the failures)? From the logs you shared, it looks like the
machine thinks the collector is there. You can see where it's being
set with:

   condor_config_val -v CONDOR_HOST

Is the second machine supposed to connect to the first (if so, you'll
want to set the first as the value of CONDOR_HOST) or be its own
central manager?
