So this started happening when upgrading your Mac to El Capitan?  Does 
your system log have lots of messages like this one:

  6/23/16 1:47:08.000 PM kernel[0]: Sandbox: condor_procd(2167) System
Policy: deny(1) mach-priv-task-port

If so, this problem (and a work-around) was discussed on this list back 
in June ( see thread https://is.gd/XthYBZ ).  In all future upcoming 
HTCondor releases the work-around will no longer be needed, as the 
underlying problem that was making El Capitan's System Integrity 
Protection has been fixed in the HTCondor source code ( see ticket 
https://is.gd/B1YThU for details ).
