Ben,
I added the configs settings you mentioned but I got some other errors so I decided to apt-get remove condor and change my /etc/hosts to have a static 10.0.0.xx ip for my host. Then I reinstalled condor and I now the jobs are picking up and starting right away.
I think I still have some permission issues but I think I am ready to deploy condor on my real boxes, so I will report my efforts later.
