Normally keys are exchanged during authentication, but in your second case here it doesn't look like it even tried to exchange them (hence having no key to use).

Is the StartD talking to the same entity in both cases?  Or is one the collector, one is the SchedD, or some other combination?  I'm just wondering if they are configured slightly (and subtly) different somehow, or if this is a transient error that occurs talking to the exact same daemon over time.
