Vamshi,

This might not be the cleanest solution, but one option is to use some
attribute that you set in the condor_submit arguments. For example,
with the following submit file:

###
Universe = vanilla
Executable = /bin/sleep
Arguments = 3600
Log = recurring_job_log/$(MyAttribute).log
Error = recurring_job_log/$(MyAttribute).err
Output = recurring_job_log/$(MyAttribute).out

queue
###

You can submit the job with:
-bash-3.2$ condor_submit sleep.submit -append "MyAttribute=`date +%s`"
