Ah, never mind, it wasn't condor messing with it after all. It was screen.

What version are you running? It appears to work in my configuration
(fairly stock) on 8.4.6.

condor1$ echo $LD_LIBRARY_PATH

condor1$ export LD_LIBRARY_PATH=/usr/local/bin
condor1$ echo $LD_LIBRARY_PATH
/usr/local/bin
condor1$ condor_submit subsimple
Submitting job(s).
1 job(s) submitted to cluster 173.
condor1$ condor_q
