Thanks. This explains a lot. My problem is that I have two large departments (actually "experiments") that have, between them, are entitled to 70% and 20% of our cluster each. And I have many small experiments that collectively own 10%. Until now (not understanding this) each experiment (large or small) has been given its own group. I can now see that I can put all the small experiments in one group and give it a 10% group quota, things should be "fair". And I can use priority factors to slice the 10% up more granularly if I need to. So thanks for your answer. I'll see if it works ...
