I don't have an easy solution for you, but one way to break the problem 
down is to see if condor_advertise on the worker node reproduces the 
problem, and if so, you can more easily strace that, and see exactly 
what it is doing, and exactly which system calls are failing, without 
getting lost in all the other stuff the startd does.
