So if I could get a list of slots, I could maybe cook up something
"anycompare" or "allcompare" with EnteredCurrentState without
partitionable slots...

But anyway, after some thinking and discussion with Miron I am scrapping
the whole idea: the only way to be sure is to nuke the offending jobs
from orbit after they drove the load up past my threshold. So it's the
KILL expression I want, not a clever STAR expression.
