The Version History section of the manual gives details about what has 
changed for every version. To help with information overload, that same 
section of the Manual gives the advice on the big things to look at when 
upgrading each new stable series as TJ mentioned above.

So for the overview on big changes from v8.2.x to v8.4.x see

Off the top of my head, the major things to be concerned with
