Quite specific indeed - I once ventured into making a job submission web portal for AnsysEDT, and there's a dozen different licenses that might be checked out by different kinds of jobs, multiple job stages that call for a DAG, options for solving different setups within the same project, and so on and so on - you practically have to reinvent Ansys' batch pipeline to do it properly without shortchanging the users.

 	I'm not aware of any frameworks for the creation of HTCondor portals.  Our experience has been that portals need to be rather specific (to a given science, for example) to be successful.  You may find useful resources at sciencegateways.org, although this resource is not HTCondor-specific.
