I guess my question is:

Is there a NEGATIVE impact to my cluster if everything is parallel
universe, and the people who want one a single core just have to specify
they want a single core, instead of it being the default? Other than the
users being annoyed they now have to specify a thing they didn't before.

I think that is what he's implying, that the current standard would
become a special case, so that any node could be either parallel or
single, and it's not so strictly divided.
