Thanks everybody for your prompt help. It turns out that the problem was 
the the host name. I forgot that we've had to place the fully qualified 
domain name in the /etc/hosts file for the nodes to find the Condor 
master. A simple modification to the new node's hosts file sfixed the 
problem.
