[HTCondor-users] HTCondor 23.2.0 Released

The HTCondor team is pleased to announce the release of HTCondor 23.2.0.
This release contains all of the changes from the 23.0.2 LTS release.

Highlights of this release are:
- Add 'periodic_vacate' submit command to restart jobs that are stuck
- Execution Points now advertise whether or not the execute directory
 is on rotational storage
- Add termination log events that report the time a job was running and
 the time that a job occupied a slot
- Files written by HTCondor are now written in binary mode on Windows
- HTCondor now uses the Pelican Platform for OSDF file transfers
