To dynamically change the latencies, you'll need to redefine a lot of the latency parameters. This can be done, but it would be tricky. For instance you'd want to adjust the cache latencies based on what speed the CPU is running at. You'd have to modify different latency parameters depending on which protocol you're using. Things will be even trickier if you are using a memory controller model. I think there might be some parameters for clock ratio that you could adjust which would make things easier. Basically, to do what you want it'll require some non-insignificant hacks into ruby.

Frequency is set in Simics. I'm not sure what you're asking here: "n case
