[Condor-users] ERROR "Can't get lock on Instance Lock"

Hi,

I installed condor 6.6.10 on SUSE 9.2, the package I am using is Linux 
2.4.x (glib2.3) - RedHat 9 dynamic version, but central manager not 
seems working properly.

There is error message in the master log file
ERROR "Can't get lock on Instance Lock

What does this mean? and how can I solve this?
