The new functionality (I'm guessing you want VARS) depends only on the dagman executable on the submit machine. You can drop a new dagman executable on top of the old one without upgrading condor on either the submit machine or the nodes. We've done this a couple of times when the Condor team have sent us a new dagman to test.
