Well that was quick :-) Many thanks to John Kewley at Daresbury
Laboratories for pointing out to me that Condor by default tries to talk
to 'condor.cs.wisc.edu' in order to produce the World maps. There is a
link to these on the Condor web site, and a bit of information about how
to disable Condor from trying to automatically talk to them.

I also noticed that in the example config file
'condor_config.local.central.manager' in the Condor package makes use of
the CONDOR_DEVELOPERS config settings which control this activity.

I have reconfigured our local server to allow it to talk to the main
Condor site.
