The closest you can get is setting MAX_JOBS_RUNNING
(http://docs.optena.com/display/CONDOR/MAX_JOBS_RUNNING) to 1. This
makes a schedd able to only run one job at a time. Then, all job
submission would have to go through that one schedd.
