Hi,

I'll try to explain. Let's say there is company X that makes software,
and there is company Y that buys that software. Both companies Y and X
have Condor pools. Company X's software needs .NET. Now, while I can
configure company X's pool's cron capabilities, I can't do that on the
other company's pool. Basically, they won't agree to make massive
changes in their pool for just one product. 
So, is it possible to check the .NET in the pool without making a large
scale(changing each startd is large scale...) change in it?

This is what we would generally reccomend; I don't understand your
objection to it.  It's been used for this type of task in quite a few
setups.

How would this be preferable to using the cron mechanism?

Look at condor_qedit
