You can use LOCAL_DIR to move the whole local directory to a non-shared
area, and then use LOCAL_CONFIG_FILE to point back to the
part that is shared. I would not recommend that this
area be /tmp, though, unless it is very big.. You are supposed
to have 10GB of scratch dir for every job slot you support on the node.

To move SPOOL or EXECUTE (or LOG) to a separate location, you
can set those variables appropriately in the config file. I think
this is what you want to do.
