The negotiator doesn't do anything special for startds claimed by the same
user. The scenario outlined above doesn't happen.

Though if a user on a schedd submits one job which starts and then
subsequently submits another job with a higher priority setting (what
used to be a +/- 20 setting, now any int you like) then this did
trigger preemption on older 6.6.x versions.

Haven't bothered to check (my users now now not to mess with this
unless they know what they are doing or don't know about it at all)
what happens on the latest 6.6 or 6.7.
