Thanks Dan, I guess this is the culprit. I had this
(QUEUE_ALL_USERS_TRUSTED = True ) for birdbath configuration seems.

Now I commented out this line, once all the jobs are done in the queue. I need to restart condor master and try to reproduce this problem. Hopefully it won't happen.
