Hei, Jones, thanks a lot for your reply!
Finally I checked all the log files and find it prompts lack of swap space in "SchedLog".
So I edit my condor_config.local like:
RESERVED_SWAP = 0
NUM_CPUS = 2
DAEMON_LIST = MASTER, STARTD, SCHEDD, NEGOTIATOR, COLLECTOR
Then everything is ok now!
