Have you tested condor_submit under the same Linux(gentoo 2006.1) without Xen?
Does this problem happen only under gentoo 2006.1 in XenU?

I did not have /lib/tls or /usr/lib/tls, so I did not remote it.
I think this gentoo doesn't have it at all.
