There is still a small bug, i.e., a bad delimiter. 
I set OUT_LOWPORT, OUT_HIGHPORT, and Condor 6.9.1 
synthesizes

  GLOBUS_TCP_PORT_RANGE=$(OUT_LOWPORT).$(OUT_HIGHPORT)

instead of 

  GLOBUS_TCP_PORT_RANGE=$(OUT_LOWPORT),$(OUT_HIGHPORT)
