It was on the default value:
##  Negotiator access.  Machines listed here are trusted central
##  managers.  You should normally not have to change this.
HOSTALLOW_NEGOTIATOR = $(NEGOTIATOR_HOST)


I tried changing it to * and the negotiator name but none of them made 
any difference.
