Figured it out. At some point in time someone ran:

condor_config_val -startd -set "AlteraPreferredGroup1 = sse"

On this machine.

Man, I hate that -set option on that command. It should come with a huge
warning that what you're abot to do is unauditable and barely traceable,
especially when you're bleary eyed and tired, and do you really want to
shoot yourself in the foot by using this feature. :)

Rant over.

This is on 6.8.6. These machines are about to get upgraded to 7.0.x. For
the Condor team: if this isn't already in 7.0.x consider this a feature
request for 7.2: if I ask condor_config_val where a setting came from,
and it's coming from a .<blah> file the logs directory because someone
used that -set option, it'd be nice if it told me that. :)
