Did you end up adding both a retirement time and setting NEGOTIATOR_POST_RANK_SETTING?

Or did you leave NEGOTIATOR_POST_RANK_SETTING undefined and just set UWCS_MaxJobRetirementTime to some small value?

what is your NEGOTIATOR_POST_JOB_RANK setting.
What version are you using on what platform?

if the quick fix of enabling a short period of retirement time fixes
it it sounds like we have the same problem...
