I am somewhat closer to the solution.
Actually, I didn't restarted the machine or condor. After restarting it, its showing the list of 4-5 lines with DedicatedScheduler@xxxxxxx**.** (I think, these representing the machines, in whose condor_config.local file I inserted those DedicatedScheduler lines)
Will you please let me know the exact way of restarting startd. I did it from /condor/sbin and ./condor_restart.
But still the problem is there.. Activity time is 0.00.00 and jobs remaining Idle.

Well, that's certainly the problem. The expected output would be
DedicatedScheduler@xxxxxxxxxxxx
Is the DedicatedScheduler in your list of STARTD_EXPRS ? Have you
restarted the startds after setting it?
