Does your network topology make it impossible to connect from the host running the negotiator to the execute machine IP addresses mentioned in the logged connect failures?

It is best to configure things so that these connections are possible, but as a last resort, you can turn off the "match info" message by adding the following to your condor configuration (on the central manager or pool wide).

NEGOTIATOR_INFORM_STARTD = False
