Dan,

   Oh, I thought that command was a trick (since it's not documented) and could serve as client tool with the given options so that the log can be readily seen from stdout (instead of going to the log directory and open the log file manually).

The second instance of condor_master that I am referring to is the one
you are running when you run the command 'condor_master -f -t'. Those
command-line options to condor_master simply tell it to run in the
foreground and to log to the terminal rather than to the log file.
