Most (all?) non-development releases of Condor are interoperable. For certain the _adjacent releases_ are interoperable. So 6.8.x is interoperable with 7.0.x (there wasn't a 6.10.x IIRC). The Condor team does test for interoperability and where there are features that make them incompatible they're noted in the release notes.

I have been running mixed 6.8.x and 7.0.x farms here, using Windows and Linux execute nodes, quite happily. I run strictly vanilla jobs.

We are in the process of migrating to homogenous 7.4.x setups. Should be done in January. I did test 7.4.x central machines with 6.8.x executors because there was a possibility I'd have to run that way for a period of time. It didn't end up working out that way, but the tests showed no changes in how my vanilla jobs were run. Things were just a-okay.
