That's the broken configuration. It should be fixed, just "-Xmx", for
7.2.2. If you want to go with 7.2.1 you'll need to change -Xmx1024m to
-Xmx yourself, which brings you back to your original question

Depending on how you do your deployment you could just fix the global
condor_config and push it to machines, or you could setup local config
files that pull in a fix.
