The most useful change to my mind is to get the flexibility of something like condor_wait with the integration of the submit file.

Allow an executable to be specified in the submit script which is started as part of the submit process and passed the handle (or path if you don't want to mess about with stdin) to the user log plus any additional arguments the user supplies.

On condor restarts the processes should be restarted.

Then people can come up with new and interesting mechanisms all of their own as well as providing some common standard wrappers over condor_wait that allow things like controlled emails and the like.
