What user do jobs run as when submitted with condor_submit? If they also run as 'condor-reuse-slotXX', then you have a mismatch in UID_DOMAIN between your submit and execute machines. Otherwise, verify that the Owner attribute in the job ad matches the user you expect the jobs to run as.
